Overview:
The Auckland Light Rail (ALR) project was designed to expand and connect Tāmaki Makaurau’s rapid transit network, helping to move thousands of people more efficiently through the central city. Mana Whenua were Tiriti o Waitangi partners and sponsors of the ALR project. A Kaitiaki forum was also established to ensure Mana Whenua's participation in the process and the incorporation of kaitiakitanga, sustainability, cultural history and design, from a tikanga Māori perspective, as well as capturing opportunities to improve social, economic and Māori wellbeing.

Approach and Involvement:
Mahea Principal Planner, Jacky, was responsible for leading a team of planners supporting Mana Whenua to integrate the Te Tiriti o Waitangi inputs to the notice of requirements (NOR) and Resource Consents process.
As part of the Consenting Lead Team, Jacky was also responsible for co-ordinating technical engagement with the Auckland Light Rail Mana Whenua Kaitiaki Working Group on all aspects of the process including multi-criteria analysis workshops to confirm the corridor, station locations and alignment, providing technical inputs to the optioneering and Alternatives Assessment Reports, integration of mana whenua inputs to consent design, conditions and the Assessment of Effects reporting.
Impact and Outcome:
While progress on the Auckland Light Rail project has since been discontinued, our work helped to ensure that Mana Whenua had representation as sponsors alongside Government and Auckland Council decision makers. Through collaboration, Te Ao Māori perspectives were successfully and authentically embedded in project outcomes, with our team providing technical expertise and guidance on their behalf.
